Bombing Civilians

I do not think that bombing civilians and cities is fair or a justifiable act during times of war. Civilian casualities are part of war but when they are targeted like Hitler had done, it is not justifiable. Civilians do not declare war, their leaders do. It is as though they are dragged into war and should not pay the ulitimate price (death) for something they don't want. Most people during the time did not want another world war to happen. Only troops should be target other troops during wartime.
